In War Powers Act Debate, Obama and Boehner Throw Past Quotes At One Another Revealing Inconsistencies

At the White House briefing today, press secretary Jay Carney read from a past quote by House Speaker John Boehner, R-Ohio, to make the argument that Boehner wasn?t always so aggressive when it came to asserting that the president should seek congressional authorization for military actions consistent with the War Powers Act.

The quote was from April 28, 1999, when President Bill Clinton had the U.S. military involved in military intervention in the Balkans. Boehner?s office issued the statement in a press release titled ?Don't Tie Hands of Future Presidents Over Kosovo President is Proper Architect of U. S. Foreign Policy - For Better or For Worse.?

Said then-Rep. Boehner in a statement: ?The President of the United States is, and should remain, the chief architect of America?s foreign policy and the Commander-in- Chief of our armed forces. As distressed as many of us are over the Clinton Administration?s ill-conceived strategies in the Balkans, Congress must resist the temptation to take any action that would do further damage to the institution of the presidency itself. Invoking the constitutionally-suspect War Powers Act may halt our nation?s snowballing involvement in the Kosovo quagmire. But it is also likely to tie the hands of future presidents who will need the authority to lead in crises with less ambiguous implications for our national security. A strong presidency is a key pillar of the American system of government - the same system of government our military men and women are prepared to give their lives to defend.?

Carney called it ?noteworthy? that the views expressed in the Speaker's letter to President Obama this week ?stand in contrast to the views he expressed in 1999 when he called the War Powers Act, quote, ?constitutionally suspect,? unquote, and warned Congress to, quote, ?resist the temptation to take any action that would do further damage to the institution of the presidency.?� I make an observation about that because I think it is worth noting in the current context.?

Boehner spokesman Brendan Buck responded, saying that ?regardless of any personal concerns, the speaker took an oath to uphold and defend the Constitution.� He has an institutional obligation to enforce the laws of the land ? all of them ? and protect the important role Congress plays in our national security policy.� He is fulfilling his duty to Congress and the American people, and ? thus far ? the White House has not done the same.?

Buck then referred a reporter to comments by then-Sen. Obama at DePaul University in October 2007, when he heralded the need for an assertive Congress in terms of the War Powers Act.

?After Vietnam, Congress swore it would never again be duped into war, and even wrote a new law -- the War Powers Act -- to ensure it would not repeat its mistakes,? then-Sen. Obama said. ?But no law can force a Congress to stand up to the president. No law can make senators read the intelligence that showed the president was overstating the case for war. No law can give Congress a backbone if it refuses to stand up as the co-equal branch the Constitution made it.?

The release of iOS 5 is still a few months away, but we're getting a good idea of the feature set of the new mobile operating system from a number of videos that have been put together. The latest video comes from Gizmodo, and shows iOS 5 in use on the iPad.

The video (which inexplicably ends abruptly after about 3 minutes) was made by Woody Jang, who shows off everything from undocking and splitting the keyboard to notifications and "Dictionary Everywhere." It's a tasty introduction to iOS 5 running on your favorite tablet, the iPad.

Republicans theorize that a deficit deal would increase confidence in the business sector and financial markets, spurring economic growth all by itself. But there?s ample reason to suspect this ?expanding by contracting? theory. Sadly, the Obama Administration appears to have swallowed it. Last week, several White House officials, including Director of the National Economic Council Gene Sperling, stressed deficit reduction as the primary component of their economic-growth strategy, and repeatedly claimed that reducing the deficit would generate ?confidence.?

?

?I think it?s bogus,? said Mishel, of EPI. ?And it reflects what happened in the Clinton era, when you elevate a tactic to the level of principle. They feel politically forced into shifting to deficit reduction. And they now rationalize this as good for jobs. And I think they all know better.?

Mike Konczal adds,

Someone noted that with Goolsbee leaving all of the big names surrounding economic policy are no longer economists but lawyers and people associated with Wall Street. And it is also telling that, with the Larry Summers editorial from the weekend, all of the economists you?d recognize who have left the administration are calling for more stimulus, while it is those there now calling for confidence.

It?s worth noting, too, that it?s not even good politics. Having made the ?pivot? from jobs to deficits because they thought it was what voters wanted to see, they?ll now get beat up over ? not focusing on jobs.

Obama Rewards Big Campaign Donors: Today?s Q?s for O?s WH ? 6/15/2011

BRUCE:� A new study by the Center for Public Integrity found that nearly 200 of the president's donors landed plum government jobs and advisory posts, won millions of dollars in federal contracts for their businesses and attended elite White House meetings.� Do you have any response?

�� ���CARNEY:� Well, I would simply say that this administration looks for the most qualified candidates who represent Americans from all walks of life when it makes appointments.� The administration also has across the board the toughest ethics standards in history, including a bold commitment to transparency, which I have discussed frequently from here.

Now the people we have appointed - the president has appointed to key positions all have sterling academic credentials, years of public service and private sector experience that make them eminently qualified for the positions to which they were appointed.�

������And I would make the point here that having enacted these ethical high ethical standards, the highest in history, and having pursued and delivered on a level of transparency that is unprecedented, it is important to note that being a supporter does not qualify you for a job or guarantee you a job, but it does not disqualify you, obviously.

������So we stand by all of our appointments.� We believe they are enormously qualified for the jobs that they hold.

����� BRUCE:� And how does that square with what the president said in his Presidential announcement speech in 2007?� He said, quote, "The cynics and the lobbyists and the special interests" have "turned our government into a game only they can afford to play.� They write the checks and you get stuck with the bills.� They get the access while you get to write a letter.?� He said, ?the time for that politics is over.?�

� CARNEY:� Well, right.� We were talking about -- you asked me about supporters of the president who may have been donors who have gotten positions.� And I would point out to the fact that those ? the people who got those positions got them because of their credentials. They also happen to be donors in some cases.�

������There are obviously numerous and far more - far many more cases of people who weren't donors who were appointed to jobs.� And that's a lot different from the problem that exists in Washington, and existed in Washington, with special interests having lobbying success here in terms of the effect that has on legislation that's produced in Congress and signed into law.

����� So - and we have been incredibly aggressive in that.� I mean, we are - again, you - it is important to remember the kinds of transparency - the kind of transparency we have made a regular practice here, including releasing the - (inaudible) - logs, that is something that was never done before in terms of visitors to the White House, and the other measures we've took - taken in terms of the - what you can and cannot do in the wake of serving in this administration in terms of lobbying and that sort of thing.� So we believe that we've taken important measures that qualify the praise that this administration has gotten for its high ethical standards. And we stand by that.

And these are the same people that want companies that apply for government contracts to disclose who their employees donated money to. I wonder if they might just use that information to determine who they'll give the government contract to. I guess I must just be too cynical.

Ask a Briton to describe ?American-style? healthcare, and you?ll hear a catalog of horrors that include grossly expensive and unnecessary medical procedures and a privatized system that favors the rich. For a people accustomed to free healthcare for all, regardless of income, the fact that millions of their cousins across the Atlantic have no insurance and can?t afford decent treatment is a farce as well as a tragedy.

But critics here warn that a similarly bleak future may await Britain if a government plan to put more power in the hands of doctors and introduce more competition into the NHS succeeds ? privatization by stealth, they say.

So frightening is the Yankee example that any British politician who values his job has to explicitly disavow it as a possible outcome. Twice.

?We will not be selling off the NHS, we will not be moving towards an insurance scheme, we will not introduce an American-style private system,? Prime Minister David Cameron emphatically told a group of healthcare workers in a nationally televised address last week.

In case they didn?t hear it the first time, Cameron repeated the dreaded ?A?-word in a list of five guarantees he offered the British people at the end of his speech.

But then, we did have negative headline inflation, even on an annual basis, for much of 2009. Somehow that didn?t stop the inflationistas from panicking.

Of course, all this is why we need something like core inflation, so as not to overreact to short-run fluctuations.

The ?Cash-back car?: Danish EV owners to sell power back to the grid

BMW Mini EUS company Nuvve will use Denmark as the first test market for a new technology allowing electric vehicle (EV) owners to�sell energy stored in their EV batteries back to the grid.

The first pilot will consist of 30 cars. According to�Nuvve, individual EV owners could make $10,000 over�the lifetime of a vehicle (estimated at 8 years) depending on market price and owner commitment.

The EV owner makes the battery available to Nuvve during a given time period and, depending on supply and�demand in the grid, the company uses the car as a short-term energy storage resource to help�regulate the power frequency of the grid. Frequency regulation involves adding or reducing power in real-time to match demand.

Although EVs have been discussed for some time as a possible electricity storage solution, the technology wasn?t expected to be deployed in practice for at least another five years. Since most EVs, like other cars, are stationary 95 percent of the time, this could be a good deal for both owners and utilities.

Not all EVs are capable of �the bi-directional power flow that allows energy to be drained from the battery back to the grid. Other EVs will still be able to participate by relieving the grid of surplus power when needed.�The�2012 Mitsubishi MiEV, 2012 Daimler Smart E, BMW�Mini E, Detroit Electric e63 and Luxgen 7 MPV and SUVall support bi-directional power flow.

Denmark is an obvious choice for Nuvve given its high volume of wind-power and the problem of maintaining a constant energy supply in the presence of large volumes of intermittent power such as that generated by wind. Wind generation tends to reach a maximum at night when demand is at its lowest, making storage necessary. Renewable energy sources like wind also cause voltage rises which can result in grid instability when a large amount of renewable power is feeding into the grid, such as on a stormy night.

Nuvve?s V2G (vehicle to grid) solution was developed at the University of Delaware under the supervision of Professor Willet Kempton who now serves as Nuvve?s CTO. The owner indicates how far he wants to drive on a particular day and the�periods during which the car is available to the grid. A computer embedded in the EV measures the power absorbed and fed back to the grid and communicates with Nuvve?s servers.

Nuvve is based in San Diego but plans to establish a Danish headquarters in Horsens. The company was founded in 2010 and is privately funded.

Apple appears to be dropping AirPort branding for Wi-Fi

Since 1999, when Steve Jobs introduced the iBook as the first portable computer with Wi-Fi capabilities, Apple has used the term AirPort to refer to 802.11 wireless connectivity. The rest of the world knows this technology by the name Wi-Fi, and it appears that with the upcoming release of Mac OS X 10.7 Lion, Apple will be changing references to wireless networking from "AirPort" to "Wi-Fi" across the system.

The change resolves a common issue for Mac neophytes, who often search in vain for Wi-Fi controls on their new Macs only to find something confusingly called AirPort. The name change may also explain recent reports that Apple's networking products -- the AirPort Express, AirPort Extreme, and Time Capsule -- are in short supply at some Apple Stores. Perhaps a Wi-Fi product refresh and a change in branding will both accompany the Lion launch next month.

Clinton Warns African Leaders: Reform or Face Uprisings

Secretary of State Hillary Clinton issued a warning to African leaders today: reform or potentially face the same unrest that has threatened to topple longtime rulers in North Africa and the Middle East.

In a speech to the African Union in Ethiopia, Clinton said that citizens are no longer accepting repressive governments and that the internet and social media are providing a platform like no other for these ideas to spread and take root.

?This wave of activism, which came to be known as the Arab Spring, has particular significance for leaders in Africa and elsewhere who hold on to power at all costs, who suppress dissent, who enrich themselves and their supporters at the expense of their own people,? she said.

?If you believe that the freedoms and opportunities that we speak about as universal should not be shared by your own people, men and women equally, or if you do not desire to help your own people work and live with dignity, you are on the wrong side of history, and time will prove that,? Clinton added pointedly.

Africa?s leaders might have good reason to follow her advice, as Clinton has a track record of being right about this.

In January, in a speech to Arab leaders at a conference in Qatar, Clinton warned that they must reform soon or watch progress ?sink into sand.?

Just days later Tunisian strongman Zine al-Abidine Ben Ali became the first dictator to fall and Egypt?s Hosni Mubarak soon followed suit. Over the following months uprisings threatened to topple the rulers of Libya, Syria, Bahrain, Yemen, Morocco and elsewhere.

Long Beach police release sketch of 'person of interest' in theft of 780-year-old St. Anthony relic

St. Anthony
Long Beach police Monday night released a sketch of a "person of interest" in the theft of a� 780-year-old religious relic that is displayed annually as a tribute to St. Anthony.

The theft was reported Monday morning at St. Anthony Church, near 6th Street and Olive Avenue, according to the Long Beach Police Department. Person of interest

Officials with the Los Angeles Archdiocese said the 16-inch relic in honor of St. Anthony, housed in an elaborate casing, was taken from a church cabinet.

In Catholicism, St. Anthony is the patron saint of lost or missing things. The relic was stolen on the anniversary of St. Anthony's death 780 years ago, church officials said.

The relic is displayed only once a year to honor� St. Anthony and was given to the church named for him when it was first established 110 years ago. St. Anthony's was the first Catholic Church in Long Beach and served the entire city.

Long Beach police said the person of interest in this case is an unidentified heavy-set Latina woman in her 30s, about 5 feet to 5 feet 3, with dark, wavy, unkempt hair. Witnesses told police she was acting suspiciously in the church the day before the theft.

ABC News' Ann Compton (@AnnCompton) reports: �Through his Press Secretary, President Obama has finally joined the chorus of other Democrats declaring the behavior of Congressman Anthony Weiner a problem.

?The President feels, we feel at the White house �this is a distraction,? White House press secretary Jay Carney told reporters on board Air Force One when they asked about the unravelling developments. ?Obviously as Rep. Weiner has said himself, his behavior was inappropriate. Dishonesty was inappropriate."

But Carney refused to go the next step and call for Weiner to resign from Congress. ?We think this is a distraction, obviously from the important business this President needs to conduct and Congress needs to conduct. Beyond that I don?t have any more comment.?

In bid to cut costs, Burbank plans to outsource school crossing guards

Crossing guard helps parents and children

In a move officials said could save $100,000, the Burbank City Council last week voted to outsource all 25 crossing-guard jobs currently being overseen by the Burbank Police Department.

Police Administrator Josephine Wilson assured the council that even though the guards would be overseen and paid via an outside firm, they would maintain their current wages and remain at their assigned crosswalks.

Man shot dead in North Hills

A 29-year-old man was shot and killed early Sunday morning outside an apartment building in North Hills, police said.

A suspect walked up and fired at the victim about 12:15 a.m. on the 9000 block of Orion Avenue, said Sgt. Karen Spencer, who gave no other details, citing an ongoing investigation.

Discretionary Truthiness Update

Politifact has now updated its work on the claim, universal on the right ? and repeated often by Paul Ryan ? that discretionary non-defense spending is up 80 percent under Obama.

It?s completely false. As anyone who knows how to read federal statistics should have known, the real number ? including the stimulus ? is 26 percent. And it?s now in the process of falling off.

The discretionary spending falsehood is a key part of the claim that Obama has presided over a vast expansion of government; as I?ve tried to explain, the only real area of rapid growth has been in safety net programs that spend more when there is high unemployment.

So, two questions.

First, why wasn?t this obvious to everyone? I mean, where are those huge new government programs?

Second, why did I have to be the one pointing out this falsehood? Doesn?t the White House have any kind of response team? Or are they so eager to be bipartisan that they don?t want to point out that Ryan is talking nonsense?

Three sickened at Hollywood Bowl

Three people at the Hollywood Bowl became sick Saturday night and were taken to the hospital, but there are conflicting reports about the cause.

Matt Spence, a spokesman for the Los Angeles Fire Department, said the patients were reported to have overdoses. Sgt. Raul Jovel, watch commander at the Los Angeles Police Department?s Hollywood station, said the most likely cause was food poisoning.

The incident was reported shortly after 7 p.m. during the 33rd Annual Playboy Jazz Festival.

One person was taken to the hospital in critical condition, while the condition of the other two was moderate, Spence said.

Authorities provided no further information about the case. Officials with the Hollywood Bowl could not immediately be reached for comment.

Zynga?s Empires & Allies rockets to nearly 10M users in nine days

Zynga?s Empires & Allies game has rocketed to nearly 10 million users in nine days. That?s a remarkable start for any Facebook game, but for Zynga that is becoming a predictable result.

Zynga has more than 249 million monthly active users on Facebook, according to AppData. Empires & Allies, a combat social strategy game which is akin to ?CityVille meets Risk,? has more than 9.5 million monthly active users as of Friday. And it gained more than 5 million users on Friday alone. That makes the game one of the fastest growing in Facebook history.

This combat strategy game has the Zynga style, which is light-hearted, cartoonish, and casual. It is the first game made by Zynga?s Los Angeles game studio, which has a number of former Electronic Arts employees who made war strategy games such as Command & Conquer for the PC.

The blending of combat and casual is a big risk for Zynga, since many of its fans are middle-aged women who may not be a natural target audience for a game where you lob an artillery round at a good friend. But so far, it looks like the bet is paying off.

If the game continues to get users, it could reach a much bigger audience than a hardcore game would typically get. The combat strategy element will address the tastes of hardcore gamers as well as many mainstream gamers who have complained that there isn?t enough game play in Zynga?s other games, such as FarmVille.

With this game, Zynga is pushing into the domain of hardcore game publishers such as Electronic Arts and Activision Blizzard, who have only begun to deploy hardcore game properties on Facebook. (EA has launched its Superstars series of sports games on Facebook, while Ubisoft has created games for Assassin?s Creed and CSI: Crime City).

Amer Ajami, head of the Los Angeles studio for Zynga, said his team built the game as a fun combat strategy game, but also tailored it for Zynga?s broad market of mass market casual players on Facebook. This is his team?s first launch. The game isn?t a huge time sink like many combat games, since you don?t have to micro-manage your resources and combat units. Most Zynga games are played for 10 minutes at a time, and Empires & Allies is no different.

Unlike most of Zynga?s other games, this title has a storyline and more than 30 characters who help make the experience more engaging. For example, ?Scarlett? shows you how to you rebuild your island paradise after the evil tyrant Raven attacks it and leaves it in ruins.

Your job in the single-player campaign is to rebuild your forces and take a total of 15 islands. You can enlist your friends to help you along the way.

When you attack, the game actually breaks into a combat scene, with your forces on one side and the enemy?s on the other. You can pick which unit will fire at an enemy target. You wait for the result, and then the enemy fires back. At some point, a winner is determined. On a strategic map, you can see how much progress you have made in the campaign.

Zynga also bills the game as the ?most social? game it has ever built. You can enlist your friends and designate them as either friends or enemies. Your enemy friends can attack your island and take over buildings that you own. If you want to extract resources from buildings that you have lost to your attackers, you can do so, but it costs you extra energy points to do so. During battles, hardcore gamers may discover that there are tactics they can use to help tip the odds in their favor.

Your friends can help defend you against attacks, or you can defend yourself.

The game is free to play, like Zynga?s other games, but you can speed up your production or instantly produce army units if you pay real money for virtual currency. You can also buy power-ups that help turn the tide of battle in your favor.

As you expand your empire, you have to collect wood, oil and rare ores. Sometimes your island won?t have any, and you?ll have to trade with friends to get some. That?s one of the social mechanics in the game.

You can expand your base to include as many as five islands. As you do so, characters give you advice on how to build defenses, naval units, and air power. You can do research to unlock new weaponry, and at some point in the future you will be able to get combat advantage from the veteran status for your soldiers.

Ajami said Empires & Allies is very accessible for those who are new to this kind of game. Before you go into battle, you have the option of going into combat training. If you win a battle, you can collect some loot. And when you are invading an enemy?s base, you can leave a message taunting them. The combat is played out in an asynchronous manner, so users don?t have to be online at the same time to resolve combat.

If you defend a friend against an enemy attack, you can win honor points. If all you do is attack, you get black points.
